The .htaccess is hidden file. click on reset all interface settings at the bottom of the cpanel then open the filemanger and click on tickmark show hidden files and folders. If you are using ftp client like filezilla there is option in server menu "force showing hidden files"

The free servers files backup will be done monthly basis. and the mysql on free servers will be done daily basis. if you want to access the backups and restore them then in cpanel check for R1soft Restore Backups If you want your personal backup then as Boss said you can do manually.
