It's a manual suspension and the reason given is one that was being used by the admins when they were doing some mass-suspending of folks in violation of the Zero Tolerance policy. As such it's permanently suspended pending termination, from what I can see here.

Just let it float to the back; staff know to check the ones asking for unsuspend to see if they need a restore too. Any account suspended on or before 7/16 needs to be restored for the unsuspend to work (yours was suspended right on 7/16).
