Most likely you do not have a page in your public_html for the index OR you may be trying to run a script that is having errors. Check for a error_log that will tell you what is wrong.

This is a security measure and would not be able to be implemented on all free hosting sites for obvious reasons. That being said, litespeed does allow you to use normal apache htaccess files and you may be able to add directory indexing for just your site.

Your domain is current an "addon domain" in your cpanel. That should be ale e to be used as a normal domain as long as its nameservers are set to ns1.x10hosting.com and ns2.x10hosting.com

That has little to do with the new HRU policy and everything to do with php maximum execution time. You should be uploading files via FTP anyway. Uploading that large of files over a php script does not ensure the file will be fully uploaded at all.
