I don't think so. Asp.net was down in x10 for about a month. Still they are unable to resolve this matter. Staff never had a answer for asp.net downtime.

You have to paste the meta tag before the </head> tag. But if you site has redirections from homepage better to use the html file upload method. It would be more easy since it is separate from site and you will not have to worry about the meta tags while you update your site in future.
