Well PHP is cross-platform but it needs the server, and you can't really make real programs for it. I'd go for Java then since it works on mobile devices aswell as on windows/linux/whatever

Nah belive me, I did do subforums for everything before, and it didn't work well out because most subforums just got 1 post and then the forum doesen't seem very active. Just put [PHP] in the title ;)
