I think he wants to test how fast the servers will connect to his connection because for some reason a lot of dedicated and vps hosting sites have a test file to show their vps speed.

ya as i remember the staff said the reason for this was because they didnt have any one on staff that could speak languages other than those listed so they had no way to police the sites.
