Firstly I wouldn't code a site based on IE, but outside of that ... I would completely lose the NonIE.html page and just redirect other browsers to your index2.html.

I Like the way it looks, navigation is simple. The only thing I would change is the horizontal menu - I'd make it the same width as the page content - it just looks like something is missing there.
