You can get DSL ... they dont share bandwidth so they are more reliable as far as a stable speed but they are slower than Cable. DSL around here goes about 6 Mbps Down and depends on your line quality and distance from the server but it is stable

Doesnt most ISPs provide single Static IPs ... My IP hasnt changed in 11 years, most IPs I run have set billing addresses even private home owners. I rarely ever come across peeps with dynamic IPs ... although most the people I had to trace were not the brightest.

Go to the vendor of your mother board and look up the model number. The number and length of beeps or lack there of is a way for the mother board to tell you exactly what is wrong. But you have to go to the vendor to get the meaning of the beeps or lack of since most motherboards are different.
