Try using the legacy file manager in cPanel. That usually will let you delete stuff the normal file manager or ftp doesn't.

If port 2082 is blocked, that would be the problem. Try using a proxy which would allow you to access cPanel using port 80.

Check your main cPanel inbox. Did the message bounce back? If yes, what is the error?

Try not using SSL. So you would use port 25.
