Try using the legacy file manager in cPanel. That usually will let you delete stuff the normal file manager or ftp doesn't.

If port 2082 is blocked, that would be the problem. Try using a proxy which would allow you to access cPanel using port 80.

Can you login at http://stoli.x10hosting.com:2082/ If that doesn't work, see if you can raise the timeout on your browser. You might also want to try FTP to upload your files.
