You can use sitebuilder from your Cpanel or design some pages using Dreamweaver then upload it in public_html folder using FTP or File Manager from Cpanel.The default page should be named as index.html

You can submit your urls to google using google webmaster tools.Also you must have a site map file in your root folder.this will help ypu
