If you are asking why Brazil was banned, it was because of a DDoS attack on one of the servers. In order to stop the attack, which was coming from Brazil, IP ranges from there were denied access.

You need to try and track down the script that is causing this error, as otherwise your account will continue to be suspended. Please check the error logs in cPanel for any scripts that are reporting problems which may be consuming a lot of memory, and also check that you do not have any live...
