Have you been logging in to the forums once every 2 weeks (changed recently to 31 days)? If not you may have been suspended for inactivity, and after 10 days of your account being in this state, it is terminated.

You may want to check the error logs in your cpanel too, there may be a clue there as to what is causing your problem, as some errors can cause high system usage if they reoccur. (error logs are different from staff logs...they tell you any issues about pages on your site.-it's good to check...

I am running Joomla on my site and have not experienced this problem before. Recommended settings are what they recommend....as in they don't have to be exactly like that. I would just proceed with the installation and see how it goes.
