From what I gathered from his post it was the server it self he had issues connecting to, and there's nothing known that would prevent him from accessing site or cpanel.

Note that since you are on a server with a lot of other users, someone might have done something to abuse it at that point and thus kicking the server load sky...

It would affect the ad-enhanced package as well, they are on the same servers as the ad-free packages. Ad-free and ad-enhanced is only a matter of applying different settings to the account.
