yes, seem that forums generally have better moderations then comments on other places, such as youtube for instance. One reason for that might be it's less posting to moderate done during a day, or just that the community it self are better to help reporting to the mods of a forum.

vista panel is not cpanel.. at least it doesn't look anything even close to cpanel. The way I heard it VistaPanel is custom made by another hosting company, and as such probably not available to other then them selves and their resellers.

I don't think it has stopped, but that the moderators of forums (and other places) has become better to spot them before it gets out of hand and deal with it (locking thread, banning people). Could also be as someone suggested, the "flamers" are now a lower percentage of the over all users then...

Looks, nice. The articles I read was well written. The only "problem" I found is the link for rss for comments, I only found it as I happened to hover over the right area. The link text is the same as the background, or at least very close to.

cpanel would be located at your url and port 2082, so if your url is mydomain.com you find cpanel at mydomain.com:2082 if you have forgotten password I do believe you can can request password reminder
