When you signed up for the Starter Plan, you used PayPal to subscribe. It will renew on its proper renewal date and will be paid automatically, no action is required, basically it's a reminder that your PayPal account will be charged for it.

That was the old way and I will say that way is not feasible. Under the old way, the domain wouldn’t really be allowed, period end of story. Now, it essentially puts into a “quarantine” so to speak so that those who do have legitimate domains/use can be whitelisted.
