Since you are able to reach the control panel, that means the service itself is not suspended, but the domain somehow got manually suspended in the panel. Check in Account Manager > Domain Setup > Click on the checkbox next to your domain name > then click the Suspend/Unsuspend button

Please make sure the browser and OS are up to date and check any content blocking extensions and firewall as they can interfere with it as well. Not a server issue, I can reach it fine without any issue.

You can up it in Hosting Control Panel Extra Features > Select PHP Version > Options > upload_max_filesize NOTE: The absolute max size of a file allowed on free hosting is 10 MB
