Clear your browse cache and history. If you still see the Default Web Site Page, it is because your ISP is caching content and it will just take time for them to expire their cache. Everybody else should see your site fine.
It cannot be turned off on an account-by-account basis.
You can make a suggestion http://x10hosting.com/forums/feedback-suggestions/ by stating your case why the feature should be disabled for everyone on the free servers.
You can ask at the Script's support forum what you should do to adapt...

1. Make sure files have permissions set to 0644 and files to 0755
2. Make sure any .htacces that uses mod_rewrite has
RewriteBase /
at or near the top (above any RewriteRule )
The page is a standard placekeeper for new domains. It takes 24-48 hours for the system to fully integrate new domains.

Try clearing your browser history and cache. And perhaps adding a ?foo to the end of the URL to bypass any ISP caching routines.

I have a custom 404 File Not Found that works.
In .htaccess I wrap the ErrorDocument declaration thus:

1. You would still need the full path to the backup file, not just a relative path.
2. Use mysql_error to test for error messages.
Are you doing this on your computer or on x10hosting?
The command runs on the MySQL server, which may or may not be the server where you account is located.
Even then, you have to give the full path to the file, ie '/home/igor/public_html/backups/stock-table-dumpMay182011.txt'
