There should be plugins for disallowing certain comments. Also make sure your software is up to date. A random user (or even an administrator) should not be able to post javascript in a comment.

Where are you seeing an issue? I don't believe outgoing SQL connections are allowed through the firewall, but I had only experienced that years ago. PHPMyAdmin isn't going to help as your user credentials will not allow you to override the system limits.
