My understanding is that Webdisk has been disabled indefinitely due to abuse by some users.

It appears that Horde and Round Cube are not available at this time. I believe that staff is still making some adjustments after the recent server moves and upgrades. They will probably be working again soon but I cannot give you any estimate as to when at this time.
