Did you install with Fantastico? Control Panel, Fantastico, Joomla 1.5, Current Installations, Remove. When that is done install it again.

I think you may have accidentally deleted some files or folders that should be there. If this is a new Joomla installation the easiest solution may be just to reinstall it.

Delete the index.html file from your public_html directory. That should solve the problem.
