you do know you can install more then one script in each database, right? Just make sure they use different prefixes. Though as mentioned, you can pay to get it doubled, you can even apply that twice to get 4 times what you have as standard

yes, crons are supported. You can not have them run more often then once every 5 minutes though

I would recommend that you simply put a link to the page where gimp can be officially downloaded, you can only have downloads of work that are your own, in other words you can give away/sell applications/graphics/scripts you created, on your site (file hosting is disallowed in all other cases).

If you created them yourself, you can give direct download links, other wise you should link to the creators site (you can link to the information page for the brush, render etc you like, but not directly to the download path)
