The problem with that statement is you had plenty time to add the English language, seeing as the account was created nearly 3 months ago. Also it is always wise to START with the version that does abide with the TOS, and not with the version that violates it...

The password length would not be related to the text that was put into that field, but rather the password you currently have for account panel, I'd recommend setting a new password, making sure it is less then 16 characters long, but more then 5, before trying again.
