I personally have used this Web site before and you can buy domains for $3.99

http://domainsarefree.com/

The only problem I've ever had is the support they offer, it's not so great but the offer is legit.

Edit: I don't know how much the renewal cost is, I've never kept one of my domains from there for more than a year.

Even better I would say is 1and1.co.uk (I think there's an American version too). The service is actually really good, and domains are from £2.99 (there are limited one-year cheaper options as well...). That's where I get my domains from.

I think you can only get it cheap from 1and1 if you pay for hosting from them. The site I posted doesn't require you to get hosting from them, you can use it on x10hosting :)

Also, according to that website, it looks like the domain is only £2.49 for the first year, implying that the prices will increase after one year of use.

You don't need hosting there for domains. You do get free domains with hosting though.

I stated that they "are from £2.99 (there are limited one-year cheaper options as well...)". That £2.49 is the cheaper option for one year. Admittedly, it's only .co/org/me.uk domains at £2.99 per year (i.e. long term cost), but that's still quite good.

http://domainsarefree.com/faq/billing-renewal-fee-domain-names.html

Many people ask us what our renewal fee is as we generally show our latest promotional pricing on the front page. However, if you ordered your domain name for one year, at the end of the year the renewal fee will be $14.95. Before the renewal date comes you can choose whether you want to keep your domain name or not. However, if you want to transfer to a different domain registrar, you will need to do this at least forty days before the renewal date, as we can cannot transfer domains within 40 days of your renewal date.

WOW... if you want a domain for longer than a year, really not worth it.

In reference to the above quotation, this website seems like one of those sites that gives a good price for the domain, then seizes the domain name even after you cancel service so you're forced to do business with them.
