403 Forbidden Error

Whenever anyone goes to my site they receive a 403 Forbidden Error message. I can't get to my cPanel as well. This has been going on for about a week now...and the Status page says the accounts should be all migrated.

IF (big if) you have any folder or PHP file with permissions set to [ 777 ] you will receive a 403 error from the sever

I can't get to the cPanel to find out...I log in and it loops back to the first page you land on. Says there is an error getting to my account. I get this message:

Sign in Successful
Please standby while transfer you to your web hosting account.

An error has occurred processing your request.

When it tries to transfer me to my hosting account...then when someone goes to my website, they see the above 403 Forbidden error.

It's telling me that my login information is invalid, but I have the right login username and password.
