403 Forbidden

I've tried chmod 777 on hello.cgi and all parent directories, and modifying the .htaccess under public_html and cgi-bin. Please assist.

First of all 777 permissions are too loose and won't work. Second of all CGI is currently disabled for security reasons. No ETA on when it will be re-enabled yet.
