Account Suspended

I am holding an free account with username inceptiv or email inceptivelabs@gmail.com. The reason for the suspension is high usage, but I my application is still under development procedure and traffic isn't started reaching to this application, Can u tell me the exact reason of the suspension ,so that I will we cautious from the next time,

Checking the logs show that the file that tripped the suspension is: SCRIPT_URI=http://inceptivelabs.com/view_members.php

At the time of suspension that script used around 80% of one CPU (varying from a few marks just under a few just over 80%).
