I can see that you have a currently active account associated with the forum account you are posting from and as per ToS you are only allowed to have one free hosting account.

This means that any other accounts of yours can not be reinstated as that would be a breach of ToS.

after such a long time that the account has been inactive the files would have already been deleted.
"your brothers" best bet is to just create a new account.
x10 cant reactivate someones account when someone else requests it.
