It tells me visitors to my site ( http://callofdutyblackops.elementfx.com/ ) that I have used up all of my bandwidth but in my control panel it states that i have 1788MB left. Can you please fix this?

Control panel is sometimes a bit behind on updating the information.
cPanel will always show the correct stats though, and cPanel shows your usage to be: 10282.04 / 10240 MB

Is there anyway I can put a redirect up for my index page?

When your bandwidth is exceeded, I don't believe there is a way to put up a redirect as the redirect itself uses bandwidth.

Bandwidth counters can reset on the first day of each month.

But the bright side is, from 1st June 2010 the bandwidth and space are going to be unmetered. So you don't get this situation in future.
