can i make two site under one account?

I want to have two site-one forum (at root)which discuss about ebook sharing,and other is file host(folder under root) utility only for the said forum. This file host will host files only for the forum registered member and can be downloaded by only them. If anyone try to download directly using the link,returns with error. My question is- 1) can it is allowable? If yes then, 2)how to assign separate domain name for the second?
