I want to put two domain names or two usernames on the same email address.
So its on the same hosting account but not the same domain

You can put an additional domain as addon domain in cPanel, that would be the only option for that scenario, and the only option that would keep you in abidance with the ToS, as each individual can only have one hosting account.
