Cannot establish a data base connecting and no access to the cpanel to check

I cannot access my account and when trying to access the site it reports cannot establish a database connection.
I cannot access the cpanel site either to check

Login in to here with your forum login:

At the top, click Account, then click update password.
Enter a new password

Once you reset your password, login to cpanel with it.
There you can reset your database users. IF the database is missing, or the password change fails, reply and an admin will look into it.

Thanks for the quick answer and i did as you said bur i am still not able to log on to the cc-panel


When trying to log on to the c panel i get

Error 102 (net::ERR_CONNECTION_REFUSED); Unknown Error

Yesterday i could log on the c panel and could refresh the Data base and all is working again
