Can't access CPanel

I would assume it is an IP ban as I can access it through my phone but not my laptop.

My IP is: 99.235.149.187 (taken from whatsmyip)

Any help with this would be greatly appreciated.

This should be resolved. The service wasn't offline, a software firewall was behaving improperly.
