cant access homepage?

i have uploaded files including index.php into the public_html folder but i still cant access them

ive tried ctrl+F5, clearing all history and cookies and flushing the dns, anything else i can do?

If you have tried clearing your cache and flushing your DNS, it probably is your ISP that is lazy updating their DNS servers often (it has happened my ISP updated them once a month, so I had to yell at them a bit xD). You could try using http://www.opendns.com/ for some days, then change back when you think your ISP has updated their DNS again.
