can't access my cpanel

When i am trying to access cpanel from "Account Portal", I got an error message generated by firefox:

i googled and found this is something to do with apache. i am new to ssl and apache. How can i get back to my cpanel?

Hello,

I can access the secure Starka cPanel login page absolutely fine.
Please could you verify that you are not under a proxy? It might also be a firewall-related issue which might be worth checking.

Thank you for your reply. Actually I am using proxy to access many web sites which have been filtered out by our country. The problem is when i disable the proxy, i still can't access the cpanel page, getting the same error message.
Any other suggestion?

Since we use a secure cPanel page, it may be that your internet isn't allowing you to browse SSL-protected pages.
I can access starka.x10hosting.com:2083 fine.
