Can't Change Style

Perhaps this only applies to the control panel & not my entire website, but I can't seem to change the style from russ to something else. Is there a reason why this is?

that is only the theme of the cpanel, your site is styled through html and css (or any coding of your choice)

It's made that way as it is a custom made theme, with a few functions that relate only to x10 hosting (inactivity timer, when they get it sorted for instance)
