Can't configure Cloudflare

Through the cPanel, when I enter my email to signup, nothing happens when clicking the "Signup Now!" button. The checkbox is checked that I agree with the TOS. x03 server. If it also helps, there are no icons on the other settings and when clicked bring a 404 page from cPanel.

I get this error when trying to link the two

Thanks. I was able to get into Cloudflare but now it won't set up properly. When I try to enable I get this error:

You are attempting to provision CloudFlare for a subdomain. Please update your cPanel to the root domain and try again.

I don't quite understand what that error means nor how to fix.
