cant run the cron

i got a mail saying that

can't clean run-p.flag



i gave this as command

/usr/bin/php -q /home/mmmm/public_html/mmmm/cron/parser.php

i set it for every hour

Crons do work on free hosting but exec() specifically has been disabled for security reasons.

Exec() is a function in PHP, so somewhere in the php file you're trying to run by cron, there is a exec() function preventing it from being run.
