Hi,
Very recently the Forum username changes are allowed and currently it is closed.Admin might notify the forum if in case such a Username change program is put up again.I think if you wait until the next time when it is open ,it would be possible.

cPanel user names can not be changed, other then by terminating the current account and you creating a new one.
The cPanel username however holds no significant towards the domain in use, it does not in any way affect the functionality of your account.
