My internet is being terrible today... The speed is fine but I can never connect to anything.. I have to refresh a billion times. Look how terrible!

This is nothing new either.... I do not suggest Charter to anybody.

Depends on the area; I've been connecting just fine here so wherever the problem is sourcing from, it's not affecting Wisconsin :)

And yeah I'm on Charter too.

It'll be the worst mistake of your life. They have a monopoly here, so I have no choice. I have ongoing problems with them every day... The support sucks. They'll blame anything as a "PC" problem.

I highly suggest finding a different ISP.

Run a trace route, a speed test as well as log into your modem and post up the cable modem statistics. That's all I'll need to tell what may be the problem.

Just as a heads up, I'm a DSL user here. Line runs at basically 8Mbps download, 1.5Mbps upload (the upload is misprovisioned) and it's been solid since I got the line years ago. For the most part, Cable in my area is still DOCSIS 1.1, and a lot of people have cable Internet in my neighborhood. I'm one of the few DSL users in my neighborhood, so of course on busy Winter/summer nights when everyone fires up their Xbox 360s/PS3s/PCs/Roku boxes/etc, the cable system gets nice and slow. I'll then have neighbors asking to connect to my Wi-Fi so that they can game on my connection. Things have been better lately since the cable company split the node in two, but we're still on DOCSIS 1.1 here. None the less, FiOS is coming here very soon so the cable company'll have to upgrade things sometime or another. It really makes me wonder why the neighbors see this massive Remote DSLAM sitting next to my home, and then also wonder why their speeds hit the drain at night while my line runs perfectly fine when I'm not killing it.

The speed is fine, it's just actually getting a connection to the sites... Speedtest:

Do a trace route to where?

Trace a server near you or for that matter, any server. Also, if your modem stats are unreachable (such as if Charter locked them out for whatever reason), then it's going to limit what I can tell you.

Those trace routes seem to look pretty good. Quite stable despite the connectivity problems that you're having. If it's nothing wrong with your modem's signal, it's probably something network side.

Hopefully. That still doesn't change my opinion about Charter. I hate them with passion.

Oh that's terrible. Are you using a public access point? That'd explain the good upload but bad download.

There's not much you can do about it when you're using a campus's connection or libraries. :(

Can someone take a look at this:

Edit:
please

I would laugh if that place's network is running in half duplex, or if they simply over saturated that line. Might as well try testing in the morning or some time when everyone is sleeping/not online to see how fast their line really goes.

On older machines, the flash speedtest/pingtest tools are very resource intensive... I know on my machine (1.8GHz P4-m) it'll take the CPU use to 100% and say my 10mbps net connection is runing at 2mbps... Try shrinking the window so it's not showing the flash content... and minimising it too. Might make a difference!

For the record:

...and yet:

Speed Test Results

Date 10/10/09 08:53:36
Speed Down 9496.44 Kbps ( 9.3 Mbps )
Speed Up 480.85 Kbps ( 0.5 Mbps )
Port 8095
Server speedtest1.thinkbroadband.com

Sharky in that case I always suggest an NDT test. I do use NDT speed tests now a days since they are more reliable and provide very useful data.
