It's all in the vBulletin.org forums I'm sure if your a license holder you can find them.

In HTML, it's called a marquee with a background color.
Something like
HTML:
 <div style:'bgcolor:gray'><marquee><font color="red">lalalal</font></marquee></div>

something like that.

The <marquee> tag is a proprietary piece of Microsoft crap and shouldn't be used. It causes pages to be marked as invalid because it was never a part of the HTML specification.

You can easily use CSS/JS to achieve the same result but have valid pages too. Google is your friend, remember that.
