Connect mysql from toad

I'm trying to access the database from toad installed in my pc

Defined remote host with my ipaddress .

I would like to know the port details to be used .

Inbound as well as outbound connections to mysql is blocked by firewall on free hosting, you can not use remote mysql.

In that case , what the below section is referring to ?

That would be part of cPanel, not sure we can actually remove that from being shown since cPanel is closed source.
