Connection problems

I was trying to set up an SMF forum on a free account, and i had everything uploaded to the public_directory and the installation thing for SMF came up for a while, but i had some trouble figuring out the settings for MySQL. When i finally figured it out, i tried continuing, but now the connection wouldnt load and it wouldnt let me load the installation thing. it just gives me this error when i try to reach the installation page:
"Connection Problems

Sorry, SMF was unable to connect to the database. This may be caused by the server being busy. Please try again later."
I searched through the FAQ, knowledgebase, and the forum. All i found in the forum were just the server being down, or restarting. But i havent seen any alerts of that, and i've been trying to load the page for almost an hour now, and i keep getting the same message.

Hello sir,

Your database is corrupt. It has no tables inside it. You will have to re-install SMF. First of all, you should remove all databases and files related to the current install, and start from scratch.

Ok, i did that, but now whenever i try to use the database "ashvio_smf" with prefix "ashvio_" or even just "smf" for the database, i get this error message even though i already made the database:
"The installer was unable to access the "ashvio_smf" database. With some hosts, you have to create the database in your administration panel before SMF can use it. Some also add prefixes - like your username - to your database names.

Click here to try this step again."
This is getting very frustrating, im thinking maybe i should just switch to a different, easier to use host...

When you created the database, did you create a new user and assign that user to that database with full permissions?

If not, that's the problem - it's entirely possible to recreate a database but not actually have a user assigned with access to use it.
