Country restriction: Sweden

It's on the whitelist, and I still cannot create a website... why is that?

Where did you see Sweden on the whitelist? The current list is available here: Country Restrictions (and at time of writing, Sweden is not on it)

Just to add to this, Sweden was removed from the country whitelist as of November 10th 2013. If you happened to have viewed the whitelist prior to this, it would still have been shown, however due to continued elevated abuse levels it was among the list of countries we are no longer able to host.
