Cpanel page not loading

I just created a new account to test drive and I can already tell you I am disappointed.

Im trying to access my Cpanel and I get the following:

You can see that its trying to connect because it says connecting however when it finally refreshes I get this

Are there any proxies, VPNs or firewalls in place that could be blocking port 2083? Many workplaces and schools tend to do this.

Im not at a workplace or school zone... and if it is blocked, I wouldnt know how to unblock it.
