For cpanel, which responds to a different port, the system doesn't need to know what account the domain belongs to, it's enough that the domain points to the right IP. Which is why you can login to your account both on verbalizeme.com:2082, coreyk.x10.mx:2082 and boru.x10hosting.com:2082, they all essentially shows the same content.
While to get to your specific domain, the system needs to have information about its internal path, which would be: /home/cpaneluser/public_html, so those entries needs to be updated into the configuration file, for each change made to any accounts regarding domains (applies to both main, parked, addon and subdomains). It is this part that sometimes can be a little delayed even after the domain it self has propagated to the right IP.
However, when it comes to your server, Boru, it actually had a server side problem that prevented new domains from working (they were never really added to configuration) which has now been sorted.
