I just got the error message again . I have enclosed screen shots

I can only say that the engineers are currently working on the servers so this might be the case.

That would be because you set that domain to have 0 disk space when you added the domain.

Go to Account manager->domains, click the domain. Then update the domain to either have a set space or tick the box to have the domain use "Same as Main account"
