You need to go to the sites of the programs you intend to post, & see what their terms of use & distribution are.

x10 shouldn't mind if what you are doing is legal.

I would recommend that you simply put a link to the page where gimp can be officially downloaded, you can only have downloads of work that are your own, in other words you can give away/sell applications/graphics/scripts you created, on your site (file hosting is disallowed in all other cases).
