email still not working

Someone closed my other thread because I didn't post in it for a while, but that was only because Exim has been down for like four days. Why is Exim always down? And why doesn't my email ever work?

Connection refused
111 Can't open SMTP stream.

this is what I'm getting. But then again Exim is down.

I'd like to wait until after Exim turns green, but I have no idea when that will happen.

Hello, we are working on exim. We are having troubles with it at the moment. Corey is finding out what the problem is, this may be something you have to wait a while to get fixed. Sorry.

It's being worked on, please bear with us. It worked for a day or so and then this started to occur again; it is being worked on though.
