Could I get some general guidelines on what is required to send emails to users? (Registration and the occasional newsletter)

All you should have to do is set up an email account at your domain and then tell whatever software you're using to use that address.

I wrote the back end by hand. I need to know the guidelines on sending registration, newsletter, and notification emails.

You should be fine sending emails as long as you don't exceed 100 per hour.

I want the official guidelines. I know that if you are sending newsletters you have to have an ubsubscribe link or something, but I want to be sure there aren't any other guidelines I need to follow. Also, I want to know how it should be formatted to avoid being auto filtered as spam.

As for formatting to avoid being caught, I don't know. There really aren't any other guidelines that I know of.
