Error 403 with CGI scripts

All of the sudden all my hosted CGI scripts return an Error 403 Forbidden error. This wasn't the case before.

We do not allow CGI scripts on our free hosting service. Please consider using PHP instead.

Well, when was this policy change implemented? My cgi scipts were working fine for years and it was just this week that they returned error 403s.
